Educational Governance

A Look at the Landscape

Issues related to educational governance have frequently been the focus of provincial consideration in Ontario. The 1994 Royal Commission on Learning, for instance, addressed the question of how the education system should be organized. Its recommendations sought to strike an appropriate balance of power among the various groups and institutions in the education system, keeping in mind the overall goal of increasing student learning.

Believing that the time was ripe to address issues surrounding governance of the education system in Ontario, TLP organized two summits on education governance in 2004 to help clarify the relationships among education stakeholders and to determine how Ontario’s education governance structure could better support student learning and achievement .  Summit I, in January 2004, developed the conceptual framework for changes to governance.  Summit II, in March 2004, was designed to yield practical recommendations for changes to elements of Ontario’s system of education governance.
